Cataracts are pretty unusual in cats. It's impossible to say how quickly they will progress or even how much they will progress. From your post it's unclear if one or both eyes affected too.
Before anything else is done other diseases that may have caused them need to be checked for (blood tests etc) & treated if necessary.
If they were progressing then surgery is likely to be done by a referral vets rather than a 1st opinion/GP type. I don't know how much it would be but would anticipate in the region of £1500 per eye, possibly more.
some cats cope better with poor eyesight than others too.
Usually in feline cataract surgery the lens or at least it's contents are removed; the cataract can't grow back although they could develop it in the other eye.
As for death soon after - well a vet is not a fortune teller; they will obviously check the animals health first, physical plus extra tests like bloods/urine etc likely to be advised, but many things can change and some owners decline these extra screens if they think the cat is healthy. if the cat struggles with poor eyesight then quality of life dictates either operate or euthanise - some cats cope others might not.
