Who should pay for council inspection of prior owners "building work"

Hi, I bought by house in 2005, and plan to rent it out soon. The upstairs chimney breast in the master bedroom had been removed by prior owners, and the chimney stack braced (with a wooden lintel). There is no record of this work being certified by the council. Before renting I would like to make sure the entire structure…

FWIW when we did work on our last house & wanted to remove the chimney breast it was considerably cheaper to remove the whole chimney stack including that on the roof than it was to try and support what was left. Next doors had already taken out their side of the breast which may have influenced cost decisions. Luckily next doors agreed to loose their external chimney & the council let us even though it was a conservation area as it was the back chimney & not visible from the road
