Is brand new really brand new?

A work colleague bought a "Brand New" Sony TV from a major retailer. The TV developed a fault within 2 months (I have made him aware of The Consumer Rights Act 2015). He was told to contact Sony (I know the contract of sale is with the retailer). Sony replaced his TV with a refurbished TV.
The point in question is this...... Apparently Sony told him that the "Brand New" TV's bought in shops and online are actually not "Brand New", but contain recycled TV's/parts returned to Sony?
Anyone know if this is true? Are Brand New TV's old TV's with new parts. I know about the WEEE regs but does that allow them to use the old parts in a new product? I just find it hard to believe we are buying not 100% new products.

I think with the whole process of manufacturing and logging components e.t.c it would cost more to reuse parts in the new process, that part will be linked to a TV by both serial numbers somewhere. They will likely do it for refurbs or in a sony repair store but I imagine the ones from the suppliers factory will use new parts.0

Could happen.
I once spent 3 weeks working for a UK manufacturer as part of a team taking apart 20,000 recalled items. Anything usable was salvaged and reused in production.0
