Same goes for 95% of houses being built even today.

You would think that with all the noise around energy saving and climate change, this cannot be allowed to happen.....

Better job is to do it externally and have a properly warm roof structure, but that will be more involved.

Sorry for my ignorance SD but are you saying the slates should come off (access void that way) or is there another option?

Shame. If you insulate the roof, the heat will hit the thermal barrier, spread sideways toward the walls, and likely escape that way.:(

Probably true. I was hoping that 10 or so inches of wall has better insulation properties 'as is' than an un-insulated roof void. So insulate and have a net gain was the plan. But I accept I may also be peeing in the wind...

Insulating the roof would be the first port of call. See how it feels after that to gauge whether you need to carry out any other works.

LOL - noise from who? Not the people that make the rules.

Slates off, insulation placed over the rafters and in between. But it's a big job and should be viewed as something to do with the long term renovation of the rest of the house. For example, how to tie into external insulation, and where the air barrier is. Best to ignore me with my idealism.
