Advice plz: G.floor council flat & nuisance neighbours/lack of privacy

Have lived in my ground floor flat for 8 years
Had numerous concerns over the years with neighbours (territorial OAP's) outside my windows (sadly my whole flat is surrounded by communal area)
My landlords asb is as good as useless, have had their planters on my walls removed due to pests & allergies, and to reduce them constantly watering them & leering in my windows (I've now installed mirror film to prevent) also causing additional damp problems which hasn't gone down well.
One of the oaps has 3 cats, and it's literally cat wars out there as other neighbours have cats also.. Think theirs around 10 cats on an estate of 36 flats/maisonettes.. (I've got 2, one of which stays indoors as he gets bullied and nearly lost his tail) Cat mess everywhere & constant fighting.
Landlord has no pet policy -any ideas on how to get them to implement one?
Had some security issues with burglary and drunkards using the back of the estate to smoke/foul after closing hours.. As a result landlord agreed to put in security gates, after only 11 people reaponded to the consult in favour till the neighbours who hate me got a 21 strong petition signed against them (some of those were people who had agreed in the consult!)
Have been trying to move via home swap for 4 years to no avail.. As potential swappers spot the oaps outdoors and note the disturbance they cause to privacy.. So I'm trapped!
I'd happily install 5ft fences round my flat 2ft from the wall if it meant I got some privacy but can't as its communal area..
Am at a total loss on what to do?
anyone able to offer advise?

You want the landlords to implement a no pet policy, will this not adversely impact your right to have two cats.
It sounds like a tricky situation, you could take civil action against the neighbours if you believe they're causing you private nuisance, but suspect it wouldn't be successful. I'd keep trying to move!0 -
Would it be possible/allowed to put out planters with trellis type backs and something evergreen growing up them to mark out the area next to your windows where people shouldn't be lurking?
Or alternatively - big heavy pots with prickly type plants in ditto?
I know what you mean re privacy though - I'm a young retiree and its taken a LOT of doing to get an elderly neighbour to stop "invading my privacy " right, left and centre. Finally managed it...whew....0 -

I'm not minimising your complaints at all, but one of the reasons people might take a dislike to you is that you do come across as a bit over the top...0 -
