Perhaps try here filehippo, that does not rely on torrents, give me 10 mins I will try on my W10 VM4.8kWp 12x400W Longhi 9.6 kWh battery Giv-hy 5.0 Inverter, WSW facing Essex . Aint no sunshine ☀️ Octopus gas fixed dec 24 @ 5.74 tracker again+ Octopus Intelligent Flux leccy0

That worked , but it is a desktop app only of course not a modern app. I am guessing that W10/Antivirus etc does not like torrents but in my Virtual W10 using the d/l from filehippo works fine without having tested it fully of course in 10 mins:o4.8kWp 12x400W Longhi 9.6 kWh battery Giv-hy 5.0 Inverter, WSW facing Essex . Torrents work fine in W10 ... at least uTorrent does.
Is this an ISP blocking issue?0 -

It's a problem with Windows10 installer software.
Lot's of people are having the same 2 error codes 2503 & 2502 when installing a .msi file.
Only 1 sure way to fix it so far was a "wipe and reinstall"
**Saying that**
Another way with mixed success was registering the Windows Installer programs again:

OR
Another way was to create a NEW administrator account and try and install using that. Or trying the old Administrator account AFTER creating the new administrator account also worked! (sometimes!!)
As you can see it's a problem with windows security that Microsoft has not gotten to the bottom of yet!! (do you have a HP printer by any chance?)Laters

I get the error code 2502 and 2303 when trying to install Libre Office application download.I also get some reference when downloading to Google Crome before the error codes appear. It is one of many problems I have encountered since installing Windows 10. I have tried system restore but that has not solve the issue. Mention above but not directed to me but I do have an HP printer bit not sure what relevance it is meant to have on this problem.0

It's just that a nunber of people effected mentioned that they just installed or reinstalled a HP printer or HP print server before getting these error codes!
Might be nothing, but who knows!Laters

Ask them what is their ISP .The problem appears to be with the libre office download on W10 and there are more than one thread relating to this, so I doubt it is an ISP problem. Libreoffice points you to torrents which may not be the cause but perhaps just the effect .....guessing of course. I have seen the d/l fire-up dashost.exe on my VM and then my a/v asks me to allow or deny, of course I said deny but I am cautious...
No idea why you're having a go at me - I certainly wasn't belittling your contribution. It was YOU who suggested it might be a torrent issue. I merely responded that torrents in general (at least using the uTorrent program) work fine in Win 10 (for me at least); and if it WAS a torrent issue then maybe it could be an ISP issue rather than a software issue.
So I actually WAS trying to help the OP.0
