Open Office won't download on Windows 10

I cant get the Open Office application to download on Windows 10. The same applies to Libre Office. From my very limited knowledge it looks like both downloads are being blocked. It this likely and how do I rectify so I can download one or the other. Someone suggested Smart Screen a possible cause but that does seem likely to me.
