Private Lease Car for disabled - VAT Free?

Hi all
Someone i know is trying to get a private lease deal on a new car. They are disabled and entitled to vat free purchase of an adapted car, but are being told no to a vat free lease from lots of dealers.
According to link below, it also applies to leasing, so why is he getting nowhere? Anyone know the ins and outs of this issue?

Is it not cheaper going through motability, then you get everything free with it.0

According to him, not, especially with some of the crazy cheap lease deals you can get. What's the DLA you lose by going with motability? £250 a month? Can lease a half decent car for £100, that pays for alot of insurance and servicing. He also wants the control and more choice that private leasing gives, but is having bother getting a dealer to a vat free deal

Who is paying for the adaptions?
Lease companies are probably loath to adapt and then lease one of their cars due to the difficulties of selling it on at the end of the lease. They see it as a virtually guaranteed loss so are really not interested.This is a system account and does not represent a real person. He's happy to pay for the adaption, throttle conversion, which will be removed at the end of the lease.

s far as i know ... the cost of the adaptation would be VAT free ... not the VAT from leasing the car.

I believe it would, permanent just means bolted to the car, nothing to stop it being unbolted after the lease

"An adaptation is permanent when it is intended to last indefinitely and
cannot be removed quickly or easily. Generally the adaptation would
require welding or bolting to the vehicle.
A substantial adaptation would alter the vehicle in a meaningful way,
enabling a wheelchair user to use the vehicle which he or she could not
use before it was adapted.
The adaptation must be both necessary and specific to suit the customer’s
particular needs. It must allow the disabled wheelchair user to either enter
and drive, or enter and travel in the vehicle, or it must allow a wheelchair
to be carried on or in the vehicle.
Examples of eligible adaptations
Qualifying adaptations may typically include any combination of the
following:
• a swivel seat (where not offered as standard equipment, for example,
in motorhomes)
• a hoist to lift a wheelchair into or onto the vehicle
• a specialist wheelchair box, fitted to the top or back of the vehicle
• adaptations that enable a wheelchair user to drive the vehicle, such as
push/pull brake and accelerator, hand controls or other aids that operate the primary driving controls.

An ex-Motability car at our local auction had the most disgusting looking stains over all cushions of the rear seat, yet someone I use to know had his Motability car keyed and he said he would have to pay for the damage repair out of his own pocket, before changing his car.0
