Could it be just the washer?
The cold tap is fine , as are the upstairs taps

More likely the jumper. Changing the washer may help in the short term but you may need to replace the tap head with a reviver kit.A kind word lasts a minute, a skelped erse is sair for a day.0

I will try the washer anyway0 -
The jumper is the bit to which the washer fits. If you have been screwing down the tap due to a slight drip, the washer jams on the water inlet and the jumper cannot lift.0
