If your hard drive is formatted using NTFS then it's unlikely that the TV would read from it. FAT32 tends to be the most compatible hard drive format.0 -

That's what I do. I run Plex media server on the laptop (upstairs), then use the Plex app on my phone to select the movie and cast it to the Chromecast connected to my TV.0 -
Laptop -> Chromecast in my experience needs a good graphics chip - not Intel, and will cause some heat. Tablet or phone can do better here.0
