Watching Dvd's on TV from Hard Drive

The files are being ripped as MP4 format, I could play the films via my laptop connected to the Tv but had hoped to find something to connect the hard drive to that would then connect to the Tv, via HDMI.

If your hard drive is formatted using NTFS then it's unlikely that the TV would read from it. FAT32 tends to be the most compatible hard drive format.

If you have a wifi laptop and hdmi slot on tv
then you could just get a chromecast and stream from the laptop to the tv.

That's what I do. I run Plex media server on the laptop (upstairs), then use the Plex app on my phone to select the movie and cast it to the Chromecast connected to my TV.

Laptop -> Chromecast in my experience needs a good graphics chip - not Intel, and will cause some heat. Tablet or phone can do better here.
