Smart Screen Filter

t seems very likely that a" Smart Screen filter" on Windows 10 is stopping me downloading Libre Office and possibly Open Office as well. What is it and should I disable it to download these programs. How would i accomplish this action and is safe to do so. If so will I need to reinstall the "Smart Screen" filter once the programs have been download.all advise will be most helpful so I can reach a decision as to what to do next.

Settings, Privacy General turn off/on smart screen filter I guess you are using edge or IE> Libre office download uses torrents that could be triggering it, I don't use edge/IE (normally) but my AV asks if I wand to block dashhost.exe4.8kWp 12x400W Longhi 9.6 kWh battery Giv-hy 5.0 Inverter, WSW facing Essex .
