car disabled class want to change cars

We currently have a car which is exempt from road tax due to daughter on high rate PIP. However we are changing vehicles hopefully next week same car newer model. We were told that we had to pay £145 for road tax and claim the rest back but at very least we will loose a month

Is that correct because I have a a certicate that she can get free road tax, I cant just go into PO and change the vehicle class.

I remember last year when she went from dla to pip lower rate and we had to change from free road tax to paid subject to appeal but by time it went through I could only claim 4 months back out of 6 months we paid.
