I had a similar situation.
I bought a visitors book for the carers to sign in and out, and wrote a list of tasks for them to do, with a column for their initials when they carried out the task.
I then photocopied the signing in sheets, and sent it to the company in advance of the bill arriving. (I specified when the bills were to be sent out). Sounds a bit tedious, but why pay for a service which is not being given? Made my blood boil when I saw one of the carers having a leisurely cigarette down the road when she was supposed to be attending to her charge! It was also a double up call, and usually one was late, or did not turn up at all.
I did find the attendance improved when i started adjusting my payment to reflect the hours of care which was being provided.Loving the sunny days!0
