I was wondering who can help me with my problem,
I have a amount of money in a Cash ISA at the moment when it gets to April im looking to open a help to buy ISA (that will be the only ISA im paying into) but am I allowed to open another ISA with a better interest rate and transfer my money ive already saved in an ISA to that account?

The short answer to your question is yes.
Longer answer is that it would be worth doing some more research though, since cash ISAs are currently poor value for money (except the Help To Buy variant) and you can get much better interest with taxable accounts (depending on exactly how much your 'amount of money' actually is!), see http://www.moneysavingexpert.com/savings/which-saving-account for further details.0
