Hmm, Start a new thread, and secondly complain to the retail park, state you have been conned by their agents and you want them to refund you.
the CAB advice is worse than the so called official money saving expert advice and thats saying somethingFrom the Plain Language Commission:

OMG. This is terrible. It seems you have been scammed twice. You not only fell for the fake PCN but you also fell for the (allegedly) fake appeals service too, and paid £15 for a binding decision from what we believe to be a kangaroo court.
Why not Google it first? NO-ONE pays that £15 for a non-standard appeal to the IAS. Not a single person here would ever have told you to even touch the IAS non-standard drivel appeal 'offer'.
It was never a fine. You had a computer, you only had to Google it...now there is nothing you can do, you were mugged twice. Awful and a warning to others about what not to do.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you for your comments. I am new to this web site and to using conversation threads so I don't know how to look at the Newbie threads otherwise I would. I didn't mean to hijack someones thread I don't know how to start a new one, so that is something I will have to learn. Perhaps that's not so untypical of someone of my age as computers were introduced to me not that many years ago. I hoped to find help but got scammed again, I hope my plight will help others avoid been scammed in the same way. For the record I am happy to share any new threads in the future once I know how to create one.0
