The OP says that they have already been told that it will be the NI fund, so PILON isn't an option. They just need to get their notice in writing and then if they have a job serve counter-notice.
where? the only thing I saw is entitled to statutory redundancy does not say this will be NI fund.

It says Govt statutory redundancy. The only redundancy dealt with by the government is the RPO. And they wouldn't qualify for redundancy on 19th Feb if it was paid from assets - that would be less than the required notice for 31 years. If there are assets then the required consultation period would be applicable and then notice would be served. Even if the administrator was trying to save the company by selling it on. The only way that this can be bypassed is if there are no assets and the employee is then compensated for the failure through the RPO.
