Why can we not change water supplier?

I have started a petition to try and get regulations to allow consumers to change water supplier so the process is the same as we have for gas and electricity.
I am supplied with clean water from Southern Water and waste water is billed by Thames water even though I do not live anywhere near London.
I think everyone should have the opportunity to choose who supplies them to get the best deal.

Plans are already in place to allow business customers to switch by 2017.
Ofwat will assess/monitor the situation and hope to allow domestic customers to switch soon too - a long stop date of 2020 is already in place.0
