Given the way the weather is going (long term as well as short term) anyone who actually plans to build on a flood plain must enjoy wearing swimming togs and wellies.
You know the Thames Barrier .., five stories high - best flood defence anywhere.., supposedly? Well hmm, there seem to be several areas from Kent to the city centre flooded. Supposedly its all planned flooding, but not much comfort to the householders I suspect.
Just avoid building on a flood plain completely for the next couple of hundred years. Then it won't be a question anymore because it won't exist anymore.0 -

Yeah, yeah - they're called 'boats'. No, seriously, these were houses on pneumatic stilts that rose up if water levels rose........
I assume they had coils of wires/hoses underneath for the utilities etc.0 -
Having said that, I recall reading a while ago about houses in (Holland I suspect?) that float.
