Sent to debt collectors

Hi,
I work at Hull Royal and pay to park. I park about once a week and only if i have to rush somewhere after. Other times I walk through what is a terrible area for my shifts that finish 11pm ornstart 8pm. In Dec I parked out of a bay, in a row filled daily of cars (not blocking any other cars) and got a ticket. £30 initially. I have had post grad exams and have done nothing but revise for these.
Two letters had been sent to my mum's house, the first on 20/1 charging me £60 and then one 4/2 from a debt collection agency charging £149.
Can they do this? I was going to write them a letter this weekend to say that I think the initial amount was inappropriate but this just seems absurd. I was planning on emailing them saying I thought the ticket was inappropriate and that any further requests should be through a small claims court, but in return I would contact the local news paper to discuss this. I don't want to seem petty, but then this seems totally inappropriate of them.
Any advice would be much appreciated. The company is legion group.

I suppose the main thing I'm asking, is should I contact the initial company or the debt collectors? My main concern is that as I move every few months, the car is under my mum's address and don't want her worried she/her house will be blacklisted (as she is currently) so I want to get this sorted.0

Hi Pappa Golf, thanks for your reply. I realised when I wrote it it did make it seem like I hadn't read read the above, hence my extra bit below. The company was legion group and the debt collection is debt recovery plus.0

if Legion tried a court claim and won , as long as you pay the judgment within 28 days then nothing further can happen, it can only go to CCJ etc if you failed to pay the judgment in that first month
the debt collectors can do nothing, so read the links you were given for further explanations, because all the answers are in those threads and posts already, its been asked and answered thousands of times0 -

you are not going to "get it sorted" , not unless you complain to the trust and get it cancelled by them as landowners

I have read through all of the other forums and didn't feel they answered my question hence posting. My question was since I don't want my mum's house to be the one on record, shold I contact the original company and if so what should I say.
I have written out the draft email below.
Dear Sir/Madam,
I am emailing following having collected my letters from my mum's house, to see that I have multiple outstanding letters from you from !starting with a parking fine, which has now been forwarded to a debt collector and this amount increased to £149.00. I have not checked my mail at home due to my post graduate exams and these have been my only focus for the last few weeks.
Whilst I do now acknowledge your letter and that too of your debt collection agency, I feel that this is a completely inappropriate escalation for something you are not legally entitled to do.
You provided no warning prior to a ticket and supplied this despite me paying to park. I was parked not in a bay, but in a row where cars park daily with no effect to other cars in the process.
I do feel however, that since I pay to park at my work and only use this permit at most once a week (and in fact often pay to park at the hospital when only attending for a little while), since you have fined me for you refusing to provide inadequate parking and therefore charging me for your incompetence as a company, I will make the following clear.
1) The debt collection agency must take my mother's address off file, all further correspondence should be by email or by the address below if this is not possible.
2) If you would like to take any payment from me, this should be done through a small claims court.
3) Should a request for payment continue, so will my insistence of the fact that it is your duty to provide safe parking for people that pay to park whilst working, that we pay is terrible enough, but since this is the case I should not have to feel unsafe by needing to walk home when I finish my shift at 11pm, which I have started doing since this point through fear of a further ticket. I will contact the media to reflect the unfair and unsafe nature of your parking system.
As mentioned previously, I would prefer contact by email to ensure delivery and prompt reply.
