Whilst looking for a new place to rent I would lay my hands on the bassiest speakers I could find (I mean bassiest), find a way to have them pointed upwards as close to the ceiling a possible, whilst insulating them as best I could for maximum upwards noise effect and pump out Public Enemies Rebel Without a Pause over and over and over and over again, failing that Aqua's I'm a Barbie Doll.
I have done this to my neighbours who were extremely noisy and also switched on on loudest vacumcleaner and did a bit of a "ceiling vacumleaning". worked magic:D0 -
I would be doing everything in my power to make his life as miserable as he was making mine. Maybe a bit of short term pain for others will be better in long run, I doubt the OP is the only one affected. This ar£eh0le has no respect for anyone else, why should the OP have to move anyway just because he fancies banging out Farajacka whenever it suits him.0

In a top floor vs bottom floor war of noise the top flat is going to win.

Could always put the music on timer switch...

Yes, tho the top floor only has to walk and drag stuff on the floor,which is very irritating, those things you can do all day long.
But only if you're in the flat, putting in effort...
You can put loud music on timer and go away somewhere, so less effort on your part. Plus it creates confusion as to whether you are in or not. (Put lights on timer also).
So the chap upstairs may be dragging his furniture around for no reason...0
