AI scheme-claiming for the deceased

I am an executor of my mothers estate and intend to claim for my deceased mother ,who was sent a letter-but did not do anything about it.
that given, i note on martins own site here somewhere, it says that you can only claim for the deceased if they passed away before 22 dec 2014.
my mother passed away 12 moths later-dec 2015
what is te rationale with this cut off date ?
is that correct anyway ?
what difference does it make if she died in 2014 or 2015. ?
cqn someone explain so i do not waste my time on a claim that is likely to be rejected-looks odd to me.
any advice/further tips /info appreciated.

What it says is this
If the policyholder passed away on or before 22 December 2014 and has been sent a letter to claim, you can claim on his or her behalf as long as you're an executor of his or her estate

I don't think that is necessarily saying what you think it says. I think it's saying that someone who died before that date (presumably the date on which the deal was done) can still claim, despite being dead. I don't see that it is saying that an executor can't claim in respect of someone who died after that date, so long as the form is returned by the deadline.0
