    Each time the permit was not on display, it has slipped down on the floor (since then i have stuck it to the window). I was parked in my designated parking bay at my flat.

    The first two i appealed before the date in question but checking through my emails i found this:

    Dear motorist,

    Ombudsman Services Limited is now administrating Parking On Private Land Appeals (POPLA).

    You have previously expressed an intention to register an appeal with POPLA. You are now able to register your appeal by using the following link

    You have 28 days from today to submit your appeal, after which time, you will lose the opportunity to do so.


    So does this mean all 3 appeals were on the new system?

    No, only the 3rd (successful) one. I am wondering how the New POPLA found out about the 2 failed appeals from Old POPLA - perhaps the PPC "got at" them?

    You mention "UKPS", do you mean "UKPC"? It's important we know exactly who the PPC is.

    Next.. the failed POPLA appeals are not the end of the matter. Are you able to upload the appeals you sent, and the adjudications, into this thread???

    Do a search on here for "UKPC v Davy" and learn about the issues of PPCs ticketing people in their own homes. This is still beatable even if they take you to court.

    You should now go back and check your lease/rental agreement for the flat/designated space
    You are looking for any mention of the parking space ( ie a map with the space highlighted) and any specific mention of parking permits on the lease only if thees nothing then theres no requirement to display a permit and the whole house of cards can come falling down.

    Another key thing is a so called catch all clause, usually this will refer to the management company taking reasonable measures to ensure the smooth running of the car park/estate/area - a private parking company is anything but reasonable.

    Also many of these private parking companys operate a self ticketing scheme where an appointed person ( could be a neighbour/management company person or anyone) will have a book of parking charge notices and an email address, that person puts a ticket on your car, takes a photo and sends it to the parking company, and for their effort they get a bonus, this encourages more tickets to be issued.

    Your complaints should also be directed at the management company and you should leave them in no doubt that they must cancel all charges with immediate effect, give them 10 days to confirm that they have done so.
    If the lease is clear you must also inform them that you have been, and may continue to display a permit out of courtesy to the parking attendant, you do not agree to the PPc being present and the displaying of a permit is entirely at your own discretion, if they want the permit returned then you will do so, also state that you are withdrawing any right of implied access to your parking space in relation to the issuing of parking charge notices and you also forbid them from taking photographs on your property, you cant stop them from taking photos without permission on public land however you can on private ( your ) land

    This is the URL where i can see the photos of my car ukps.eparking.co.u

    The appeals were all done online and no copied where kept, i have logged into the POPLA appeals area and there is a not a copy of the evidence that i submitted. Is this something i can request?

    had they have been assessed by the ombudsman services , the emails would have come from them

    My lease states nothing regarding a permit at all. Shall i email my management company or continue the communications with POPLA?
