New Baxi Platinum Combi Boiler No Hot Water

We've just had a new baxi platinum combi boiler fitted. Engineer got it up and running, showed us it working and then left.
Trouble is, we've now discovered that it's not producing hot water when the central heating isn't on, i.e. either outside the timer's CH on/off times or when it's off due to being warmer than the thermostat. The boiler is still "live" and the light comes on when we turn on the tap, but it's just not activating the heater.
Plumber denies a problem with the boiler or pipework. He's been back a couple of times, gets it working again (by turning on the CH and then off again), and goes away again.
He's now saying it's perfectly normal and that if we want instant hot water, we have to have the CH timer set all day and that if the CH isn't on, the hot water won't be either. Surely that can't be right? Is he just making it up to either hide a pipework problem or a faulty boiler?
Is it likely to be a faulty component in the boiler?

There should be no need to have the central heating on. After all, combi boilers are supposed to work in the summer.
Either the boiler's faulty, or it's been wired wrong.If it sticks, force it.
If it breaks, well it wasn't working right anyway.0 -
I also suspect a wiring issue. Get him back to check all the connections between boiler and timer/thermostat.0

iv got the baxi duo tec which is similar, you need to fit a thermostat otherwise the installer is right you need to have the CH on for hot water.
you can have either a mechanical one or the RF ones

No this isnt right. I assume you are using the built in timer on the boiler to control the central heating?
Do you have any external controls i.e room thermostat?
The boiler should have a permanent live to it via a fused spur and exteranl controls to operate the heating i.e external timer/programmable room stat/ordinary roomstat should be connected across terminals 1 and 2 on the boiler wiring terminals.Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). 1st of all congrats on your boiler choice,
It won't matter what the time clock is set on, you also don't need a room stat for hot water & it won't be a wiring problem, I would suspect either the hall effect sensor or divertor motor has come adrift, although it could be a faulty component, you have a 10 yr warentee so if your "plumber" can't sort it give Baxi a ringI'm only here while I wait for Corrie to start.
