I'm pretty sure that the video you think it is actually isn't what creates the nauseating moving text which I'd guess is just produced by this javascript = http://findaway.com/js/612b803e.main-dist.js

It's not a video. Inspect it with Firebug and you'll see that the text actually changes. Must be some Javascript as somebody already pointed out.
@OP: You should refrain from doing something similar if you want people to stay on your website. I wouldn't click any further on such a site and leave as quickly as possible. Gives me a headache...0 -
It is javascript and probably uses the jquery library as most things like this do ..
(sliding pictures etc)
