PPI company stalling

I am in an IVA with payplan and they use creedo claims to get any PPI back. One of my creditors Clydesdale bank says they couldn't recognize my signature on the letter of authority and also didn't know my address, so I had to go into the bank where I took the loan from get my driving license and proof address certified then send it to creedo claims who would send it to clydesdale. There was a period of nothing and because 6 months passed I had to do the whole process again. I have now had to send a LOA to clydesdale for a 3rd time. I probably will have to go into the bank and get certified again.

This has been going on since June.

When I took this loan out it only took two missed payments for them to put loads of charges on and issue me with a ccj. Originally the loan was only for 1500 but with all the charges and ccj status that spiraled to 10k would this be why they are stalling because they will a lot of money?
