Neighbours Extension Causing Damp in my Kitchen

Take a deep breath, and talk to the neighbours.
Do you have an older, wise relative or friend who would come with you?
Send a note saying that you need to talk about the guttering, give a reasonable appointment time, and ask them to get back to you if inconvenient.
Begin with the initial problem - if you jump in asking for a new kitchen you will frighten them, possibly sound grasping, and set them against you. As the conversation progresses (expect them to say they will think about it and get back to you) you will get an idea of how they are, what kind of insurance they have etc.
You can then point out the issue with your kitchen. I really don't know the legal situation (especially as you have left it for some time without action) but begin with a neighbourly conversation and take it from there.0
