PIP- enchanced mobility for mental health issues

Hello, if someone who has autism which causes them sensory issues preventing them going out alone, coupled with severe social anxiety and depression causing them be a recluse, would they be entitled to the enhanced mobility component of PIP if for example they can only sometimes go out and walk beyond 50 metres? Whereas most of the time they cannot go out at all? Attempts usually result in walking a few steps outside before sensory overload makes them retreat to their house? If something cannot be done regularly I'm sure they would qualify? And obviously they would have medical evidence to back this up. I'm not sure what the rules are so cannot advise my friend (I have Autism but it doesn't effect me in the same way)
They claim to know several people who have qualified under almost identical circumstances.

If they sometimes cannot go out alone, but rarely do, is this enough criteria to qualify? I have advised them not to put they never go out alone (even if this may be twice a year at most or more just to attend a g.p or hospital appointment)
I have witnessed them in meltdown having accompanied my friend in an attempt at supermarket shopping and it was too much for them.0
