Scottish Power - Final Bill after 13 months of no contact

So basically, mine and my flatmates tenancy finished July 2014.
In August 2015, Scottish Power sent me a request to pay the final balance of £210. Previous to that I ensured I contacted all of our providers and settled any outstanding balances.
I think its pretty unfair that after 13 month Scottish Power are sending me outstanding invoices. I have put in an official complaint but they have done nothing about it, and referred my case to a debt collection company. I called them about it and they froze my account, and now they continue to send me the same letter over and again when I have had no correspondence for my complain.
Every email they send is a different person and they simply apologise and ask that I pay.
Is there any legislation or are there any rights which can help me in this situation? I am very angry that it took them a year to get in contact and they keep dodging my complaint.

They have 6 years(5 in Scotland) to collect outstanding debts.
What is the substance of your complaint?
Who was the account holder? Why are they sending emails to other people(presumably fellow occupants)?
If final readings were given in July 2014, what is the chronology of events since that date?0
