UK postgraduate student loans scheme

Hi,
I'm really confused by the new postgraduate loan scheme as it seems to have some odd restrictions that may mean that my girlfriend isn't eligible.
Here is the situation. We met in Wales when I was a PhD student and my girlfriend was working here after finishing her degree. I am about to move back into England for a new job and my girlfriend is hoping to start a masters degree (not in the same city that I will be moving to for my new job) and moving into halls for this.
The problem is that the wording of the new postgraduate loan seems to be all over the place. On the one hand it says you have to be English (which she is, she's from the midlands) but have to have lived in England for the last three years (which she hasn't because she went to Uni and then got work in Wales), and then it says that EU citizens are eligible for this loan if they are currently living in England and living and working in the EU for the last three years. To top it all off you can get the loan to attend a UK university.
Does anyone have any insight into whether my girlfriend will be eligible for this loan as it seems deeply unfair to not be able to simply because she's lived in Wales since her degree?

England, Wales, Scotland and NI all do things differently where HE education is concerned, this means the PG loan is quite strict.
With regards to nationality/location:
A. You are English and been ordinarily a resident in England for the last 3 years.
Or
B. You are an EU national But do not normally live in England.
So your girlfriend would not meet this criteria.
She should google funding for PG in Wales though as there may be something available.0
