Problem downloading pics - Android

Bit of a strange one.

I noticed that the download icon in the notification bar was grey, and not white. When I went to the Gallery the pic is not immediatey there.

When I go to the Downloads app the photo does show there. Eventually pics and gifs appear in the Gallery but this can take a few minutes.

I have noticed that if I open the Downloads app, then go to Settings>Apps>Downloads, force stop and clear data, the picture will then be available in the Gallery straight away.

Hoping someone can help with this, it's getting pretty annoying. I have restarted the phone after clearing the app's data but this hasn't helped.
