What's are the rules on making multiple offers?

I saw a great flat over a week ago and made an offer below the asking price. It wasn't accepted but the agent is keeping me informed so I can choose to increase the offer if I want to. A week later she has just told me another offer came in higher than mine but still below asking and do i want to increase? However, I saw another place yesterday which is perfect and I have also made an offer on that (asking price) which is being presented to the vendor. I would prefer property no. 2 but if I lose out on that one I would definitely go for property no. 1.
I have to get my increased offer for property 1 in by this afternoon but I'm not sure whether to do that whilst still waiting to hear on property 2 - i'd rather know the outcome of that first. I have two questions:
a) Is it ok to be making multiple offers like this? I'm not sure what choice i have, the market is moving so fast...
b) can I use the fact that there's another property on my radar as a way to encourage the agents for property 2 to get a quick decision from the vendor for me?

a) Yes, all offers are subject to contract anyway.
b) Possibly - it depends on what they think of your offer. Do you think that you're an amazing purchaser? Will it be cash or some other reason that a vendor maybe desperate to go with you? After all as you say the market is moving quickly!0 -
if both flats are on with different agents no harm in putting in an offer on both.
You can even suggest you are looking at another flat, and will push for that if the offer is rejected.0 -
If it's not Scotland you can offer on both. I would tell the agent that you have an offer on another property, it may make them think twice about trying to hold on for another offer.

Doesn't need to be awkward, the vendor for House no.1 rejected your first offer, you looked at another house and preferred that

If it is Scotland you can offer on both. You just need to be much more careful (and it's definitely frowned upon).
Being upfront about it is ok though - I've certainly seen buyers offering on two properties which went to closing date simultaneously, but their offers were conditional on not having their other offer accepted.0 -
Nothing stops you offering on multiple properties. Be warned though - you may manage to annoy the seller and they may choose to not deal with you further, depending on how precious they are...
I would support the advice above about being up front - if you aren't, then pull out of a prospective purchase because you've got an offer accepted, then for whatever reason that falls through, you may well have burnt your bridges with the second property. If you've been up front from the start, that *probably* won't happen0 -

Yes I did wonder this before increasing my offer. But it seems there's no way of knowing for sure, so you either make a decision on your best offer in a fast moving market or wait it out and risk losing out. I waited it out on 2 offers on different properties before this and lost out both times to people who apparently offered over asking price.0
