Another wheelie bin and car damage

Hi all,
As we all know storm imogen hit the south West this morning with high winds, with this in mind one of the residents in the apartment building I live in,put the bins out last night. Low and behold as they're half full of plastic bottles, cardboard etc they have gone flying and made dents in my car.
I've not checked the extent of the damage, I've been advised by another resident. When things have calmesld down, I check. Should the dents need repairing, who's insurance should I claim off? The buildings public liability insurance or mine?
I know this is a grey area.

It isn't grey.
You either claim off your own comprehensive policy if you have obne and its cost effective (bearing in mind your excess, loss of NCD if unprotected and loaded premiums over the next 5 years) or pay yourself0 -

Hi I have worked in the insurance industry for 5 years I have just left due to childcare reasons. If the bin is the other residents they may be able to claim on their personal liability on their home insurance if you have suffered loss and want to go down the legal route. The bin itself is classed as a 3rd party a lot of people tend to think a person on insurance is 3rd party but also things that have caused impact eg. Hit a wall and in your case bin is a 3rd party. Quite rightly so the last person commented that on the car insurance side of things you will need to pay your excess and can loose your build up of no claims bonus if bonus protection not on. Also it needs to be logged unfortunately on car insurance because most underwriters usually need to know about claims, accidents or losses regardless of blame and whether or not subject to a claim, so even if it doesn't go down claim route it's still an accident and a loss so it's noted for risk purposes.0
