PCN from NPE

Hello,
I have recently received a PCN from National Parking Enforcement. This is for my car being parked in Heartsease pub car park in Norwich (shared car park with Aldi supermarket). The driver was only waiting to pick someone up, so thought they'd wait out the way of the busy Aldi car park area in the empty pub spaces. They were there for 7 minutes, and in that time got caught by a camera on the pub.
I've previously had a PCN from APCOA at Luton airport, and I sent a copy of the 'template appeal' letter in the newbies section with great success (PCN in June last year and haven't heard anything yet).
I just wanted to ask if the template needs to be adapted slightly now, as I've read that the 'pre-estimate of loss' point cannot be used anymore since the Beavis verdict? I've also read a couple of threads saying that National Parking Enforcement will reject the appeal, so I guess I'll have to be ready to do a POPLA appeal this time.
Be good to hear from any Norwich based people who have had the same PCN, but any advice appreciated.
Thanks, Ben

you seem to have missed the fact that NPE have not only changed their name but also moved to the dark side of the IPC, which has the kangaroo court known as the IAS
so you read and follow the IPC and IAS parts of the NEWBIES sticky thread, so no BPA , more importantly , NO POPLA either0 -
You can beat this on signs, who did you contract with when entering the car park? Are there two lots of signs? One from Parking Eye and one from NPE? Ask if they have planning permission for the camera? Never tell them who the driver was (edit first post).0

You can't beat it because there is no POPLA now this lot have hopped to the IPC. But don't pay it. You will just get letters.
See the NEWBIES thread for the approach to take with IPC firms with an appeal of questions (they won't answer properly).
Search this site for 'Norwich' and you will find another recent thread from a Canary although it wasn't at the Heartsease pub. That thread explains the position now and you can compare notes with that person all year. I have seen a case re that Aldi/pub site and saw the photos; it is a cash cow for NPE with very unclear bays and a hidden, high up spy camera (typical of their modus operandi).
Don't bother with 'IAS' stage but you'll read that in post #3 of the NEWBIES thread anyway.
Ignore debt collector letters all year - covered in depth in post #4 of the NEWBIES thread - and we never want to hear about any more ever again!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for the replies so far everyone. I will look through some more of the forum threads.
In the PCN I've been sent it does say that their independent appeals service is done by IAS, however on their website it says that they will give you a POPLA code if your appeal fails. I cannot post a link due to my post count, but its in their appeals section.0 -
OK they are just lazy and haven't updated the website but you could take a screenshot of it and keep a copy. There is no POPLA for you and you will get letters all year about this trash.
Read the other Canary's thread yet? Easy to search for 'Norwich' on this parking forum alone (NOT the whole of MSE).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I did tell you earlier they have moved from the BPA to the IPC, these morons probably dont even know hoe to alter their own website or may have forgotten their admin password to do so
they are not the brightest or sharpest tools in the box
there is absolutely no way they will issue a popla code
one thing you CAN DO is sign this peteition and get others to sign it as well, its nearly at the 10k minimum
