    The guidance linked to states........

    An appliance fanned flue terminal needs to be at least 2m from any opening
    in a building, which is directly opposite, and should not discharge products
    of combustion across adjoining boundaries.

    It doesn't sound to me like that is being complied with.

    It must be a ferocious discharge to go so far!

    Plume extension kits are not that expensive, seems unreasonable to create a nuisance by not fitting one.
    It sounds more like that being a terrace with probable rear extensions then the plume is caught up in the eddy currents caused by the buildings.

    In the current weather then plumes will be large due to temp differences. It doesn't take a large amount of moisture in the exhaust to cause a large plume

    The flue is next to his Kitchen window which is part of the single storey extention. It faces directly towards my Bathroom window in my extention, the dividing wall isn't high enough to prevent the plume from travelling across to my side. The flue is approx 1.5m from said dividing wall. In total it is less than 2.5m from the tip of his flue to my Bathroom.

    It sounds as if it is within the parameters set by building regs, at least so far as the distances from your bathroom window and boundary wall are concerned.

    In that case, your best course of action would be to arrange for a deflection of the plume on your side at the boundary. Erecting a fence panel 1.8m high might help. To get higher than that, legally, you'd need something growing and evergreen.

    I have a fanned boiler flue facing a leylandii hedge 1.5m away, which is around 2m tall. Nothing comes through that.

    As an immediate (though not very pretty) solution, I'd push some tall bamboo canes into a bucket of soil or sand so that they form a fan shape and fasten some plastic round them. Put against your wall so that the plume is caught by the plastic.
