I opened a cash isa in July but I will get a better rate on the Santander 123 account, can I withdraw the funds within the first 12 months to put into it?

If it's an instant access cash ISA there won't be any problems. If it's a fixed term (eg one year or two years or more) then you can still withdraw the money but at a penalty of loss of interest. It depends on the terms and conditions but it can be six months interest.0
