Parking permit removed from motor bike & so a ticket issued

My son had parked his motor bike outside his girlfriends and had put a visitors permit on his bike. At some point someone removed it and so he was issued with a ticket. This has happened twice. How are permits meant to stay safely on a motorbike??? he has appealed and has had his appeal turned down and so now is looking at sizeable bill as it has been passed to debt collectors. Is there any advice out there please from fellow bikers?

    What is the name of the parking scumpany?
    What is the date of the event?
    Was a ticket left on the bike?
    Was a notice to keeper/owner received through the post, and if so, what was the date it arrived?
    Did the appeal use mitigating circumstances (what happened on the day which is unfortunately a surefire loser?)
    Did the appeal give away who was the rider?
    Was a second stage appeal process offered?

    Your answers will help the more knowledgeable to help you.

    doesnt matter what the bill is because the debt collectors cannot enforce it

    It is more than likely this is the parking warden themselves doing this.

    Is there any way you can set up a covert CCTV to monitor this? If you can get evidence as to the person removing the permit then it is likely that this will put an end to the matter.

    Does this happen every time? If so, perhaps someone like watchdog might be interested enough to set up surveillance. Otherwise, it might be possible to set up a dashcam in a nearby car to monitor the bike.

    That was my thought too; remember, the guy issuing invoices gets a comission, it's in his interest for the permit to be lost. How exposed is the bike to traffic? Is it in an actual parking space?

    Another option is to put a cover on it; then they can't disturb it to check for a permit, or to move it out of the "car park", where they don't have jurisdiction.
