NEWBIE: PCN from CE-service at Royal Oldham hospital

Hi there,
I've read through *most* of the NEWBIE forum but likely missed what was relevant to me. So I received a parking charge notice from CE-Service (BPA recognised) at Royal Oldham Hospital. Basically, I was on-call working nights January 31-February 1st and was rushing in to make it to handover. I temporarily parked in front of the pay and display A&E parking lot with the aim to return and park elsewhere/pay once handover was finished. However, that was one of the busiest nights in A&E in such a way that we had to divert patients to other hospitals. I literally had no time to return to my car until the morning when I saw the ticket that was on my windscreen 20minutes before I left. They want me to pay 70 or 35 within 14 days. Hospital management did not want to deal with it and referred me to the CE-service site to appeal.
My question is: do I even have grounds for appealing? I feel like i've just been punished because I was too busy treating sick patients. It's not to say that my excuse is more valid than other people's but I literally could not leave a sick patient to go put money in the pay and display or move my car.

go back to hospital management and quote these oct 2015 guidelines from their boss (Jeremy Hunt) at them

tell them they are jointly and severally liable for the actions of themselves and their contractors and you will be calling them to court when it goes before a judge for adjudication
insist that they cancel the charge on the grounds you mentioned above
if they CE mob are in the BPA, try the BPA appeal letter in blue text and see what happens (send it around day 23 , or between day 211 and day 25 and get free proof of posting (not recorded), if they come back with a popla code etc (I have not heard of CE before)
also, please sign the Beavis petition and get as many family and colleagues to do the same, so we can hopefully get action on these issues

Forget about the sob story & concentrate on actions that will win an appeal at POPLA. Read the Newbies Sticky then appeal as KEEPER sometime after Day 21.0 -
