Well, Europe is 'abroad', but 'abroad' isn't Europe only.
In Toronto airport only one out of three different ATMs didn't charge.
In San Jose (Costa Rica) it took me a while to find a free one.
Just to add to the list from places I hang around in:
Taiwan: Some charge, some don't.
Hong Kong: Generally not charged.
Vietnam: Charging is universal.0 -

Well done! I wonder if it depends on the card then (I found that in Taiwan).
Which combination did you find didn't charge? I've used ANZ, Citibank, HSBC, Vietcombank, Sacom, Agribank, Techcom - always been charged.
Over the past couple of years I've stuck pretty much to Citibank in Saigon (and Hanoi, for that matter).0 -
I always try to get money at the airport ATM, much more likely to work.
In Japan, amidst the Japanese options, there is an "English" button, so you press it, and then you see a "Foreign card" button.
On a lot of local ATMs, the only foreign card available is "UnionPay", which is the Chinese payment system!
Fair enough, though. The Japanese Yen was really low last year, and the Chinese shopped en masse.0 -

It's not a credit card, but the revolut prepay card is great for now fees and a good exchange rate.0

In my experience - November last year - Citibank in Ho Chi Minh didn't charge for cash withdrawal using a Clarity card.0 -
The only ATM that I noticed at Pearson was RBC but I never tried it as I didn't need cash.
