Charge for ticket delivery

Hello everyone
I'm planning to buy some European rail tickets from a UK agency. There is a delivery option for First Class at £2, but a warning that unless I pay £10 for Special Delivery the company will not be responsible for the tickets if they are lost in the post.
Is this legal? I thought the supplier is responsible for the goods until they are delivered?
Thanks for your help.

Hi,
Not sure which company you are planning on using - we used railbookers which were fine - but you can do a lot of this yourself - look at https://www.seat61.com.

When I was in Germany last year I booked rail tickets online and got them sent to me by email as PDFs. I simply printed these out and used them without any problems.
(German railway efficiency was another matter entirely ... they obviously have a very good marketing department).
