Stair Carpeting Without Wasting Money

I'm in emergency accommodation and need to carpet stairs because I have an autistic son who when he's having a bad day gets very unco-ordinated and falls down the stairs.
He's not done more than bruises so far, but obviously can't leave the stairs uncarpeted as they are at the moment. Because its emergency accommodation we don't know how long we'll be here. Best estimates are two years.
I've measured up carefully, one landing measuring 4.3mx1m wide = 4.3m2
one landing measuring 3.10 x 1m wide, =3.1m2
7 steps 42 cm riser and tread (actually 6 and a half) x1m wide =3m2
7 steps riser and tread 43cm each (actually 6 and a half) x1m wide 3m2
Total 13.4m2
I've been overly generous with my measurements.., the steps are actually 93cm wide.., but rounded up to a metre etc.
There is already some carpet on the stairs, but not on the landings.
As I could possibly leave here in 6 month (unlikely but not totally impossible) I'm struggling with the idea of spending heaps of money on something I will almost certainly have to leave behind and will then just be thrown out by the council. But I also do need to carpet the stairs, and not with carpet so thin you can see the floor through it!
What size carpet should I be buying 5mx3m or something different? Obviously got to take into account that need 4.3m, 3.1m stretches for the hallways. I assume also need to include the first riser to stop a seam for each landing piece?
And then I get all confused on planning out what carpet I actually need. It will be a plain carpet. And I need help! I don't really want to pay a carpet fitter (on benefits), I can cut the carpet, its the planning I'm having problems with.
I've managed to get 3mx2m rugs for the bedrooms (shaggy style) for £50 each on ebay so that's covered and saved a bit there (carpet for the 5m length rooms would have cost £100 each room for average rather than paper thin carpet). The majority of the floor will be covered so I can live with that and we can take rugs with us lol.
No transport so can't do second hand carpets which I wouldn't be keen on anyway because u don't know what critters you are bringing with the carpets lol.
