The admin involved & risk of US fines make it's almost a no brainer to not deal with US persons unless you are someone like Citibank.
US persons will be a miniscule part of their customer base.
My recollection is that this was asked when opening an account with tesco and possibly Halifax.
However the multi national banks are always dealing through the us so wouldn't necessarily be a bar, as banks such as Barclays and hsbc have huge us operations in any case.0
