As with London Underground, all distances are calculated from a point on the far eastern Central Line, maybe Epping. If Copenhagen have a datum point it might explain why you get what appear to be anomalies. As a tourist you'd be expected to know your route and research it. It's a difficult one but train companies aren't renowned for clarity.0

Hence if the Private Train Company says it does not have to come under the EU regs because it is a PTC but it looks after a public service, is their "penalty charge" a speculative invoice or a penalty charge?

Let me put it like this.
If you park on double yellows you get a penalty charge notice, doesn't matter if this is issued by a council employee, or by a contractor on behalf of the council.
Whether public money was used to create it or not is irrelevant, it's down to who owns it at that time.
EU regs apply to both private companies and state - where it says they do, as the state is obliged to enact what the EU tells it to.0 -
Ta for the map. Looks crystal clear to me. How would travelling from zone 1 to zone 3 not require a three zone ticket? if it only required a 2 zone ticket it wouldn't be zone 3 would it? It would be zone 2.0
