You will find this all discussed already hundreds of times on all the other PCM own space threads. You will get lots more from searching than just on your own thread.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Its a housing association flat. I've explained the situation to wm housing, who won't get involved with pcm. I've also checked the lease which mentions very little about parking. Technically my sister is the leaseholder, ive just moved into the spare room and use the parking space. To my knowledge pcm assigned the space to the flat. There are pcm signs dotted around the car park containing smallprint invisible to any driver. Is this worth mentioning?0

It's all covered by the template appeal for IPC members, already written in the NEWBIES thread. Do not add to it.
Presumably you have by now also searched the forum for 'PCM own space' and read a load of other threads exactly the same as this and seen what happens/what the advice is. So much easier for you to read other threads.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If the HA say that they will not get involved, make them. Write to the Property Ombudsman and, if the are a registered charity, to HM Charity Commissioners pointing out the nature of the private patking industry and how inappropriate is is for a HA to join forces with them to harass tenants..You never know how far you can go until you go too far.0
