PIP is Confusing

I applied for PIP and was refused after my assessment and i'm just doing the mandatory reconsideration. Rang up yesterday just to inform them of this and was asked if I wanted the letter of support from my GP including in this? I said I hadn't asked my GP for a letter and was told Capita asked for it but it didn't arrive until after they had made a decision!!
How can they make a decision without the evidence they asked for?

becuae they can't put off making a decision indefinitely waiting for your GP to reply.
just as you had a timescale for returning the forms, so would your GP.0 -
I have heard that , even when GP's are asked for input, only 25% of them reply. So the assessor will have a time scale after which they will get on and make a recommendation.0
