Just because Partner has given up job does not prove she is living off of Uncle's funds. She may have other sources of income or her own savings.

Who would I need to speak to, to voice my concerns - the bank? Would they listen to me?
Would the bank talk to you about the account - No. You don't have power of attorney, so it would be a serious breach of client confidentiality. They probably wouldn't even confirm that your uncle banks with them.
Would they listen - Possibly. IF you managed to speak to the right person and he/she took your concerns seriously. I'd suggest a senior manager rather than a front desk adviser.Any language construct that forces such insanity in this case should be abandoned without regrets. –
