Very tall(3 meters) bookcases

Hi all,
This is a pretty trivial thing I guess but its driving me slightly mad...
My new flat has heigh ceilings (3 meters) and I want to have a wall of bookcases on one wall as I have so little storage as the rest of the flat is small.
The wall isn't strong enough for shelves so a bookcase (secured to the wall in a few places) would be best. I like these ones but there would be too much space at the top:

I've contacted a few companies, both locally and online, and prices have range from £1700 to £4000. Which seems a little steep....
Does anyone have any bright ideas? Or know anyone in the north who could do this for less than a grand?
I am probably being naive but...is it that hard to make...?

Could you not just put brackets and painted planks of wood up, or some people even use these sorts of clamps and tubing, can be a nice feature.

Not to everyone's taste I know, but a lot of people hack the Ikea Billy bookcase to do exactly as you want. I don't think it would be too hard to DIY, as long as you can measure and use a saw, can't see it being too difficult. Here's a link to pinterest which has loads of ideas.

Even cheaper is Ikea KALLAX bookcases, stacked.
They come in several sizes so the combination possibilities are endless to fill your space. I have a 2x4 over a 4x4.
