Yes, the question is a conbination of my concerns and those of my parents.
My point of view is that, simply as a matter of courtesy (I haven't seen the precise wording of the agreement), the LL should discuss his entry to the flat with the tenants in advance and not just come and go as he pleases (emergencies excepted, of course).
My parents' concern is about the size of the bills and the possible risk to their deposit from someone using their flat without permission.0 -
Thanks for the CCTV ideas, BTW. Unfortunately, they've left things a bit late for that sort of thing so, unless he comes clean about it, we might never know.
Also, I'm sure the aliens will have some sort of cloaking device, so we wouldn't be able to identify them from the video anyway.

You haven't mentioned any damage being caused by the mystery visitor, so what risk to their deposit? If they want to prevent future access they can change the lock.0 -

It's too late to change the locks now. Also, the agreement might not allow that.0 -
If we've accepted the abduction of the LL by aliens theory, we should now consider the likelihood of them returning for the deposit too.

How would the LL know that your parents weren't about to come though the door?
What about the friend that collects the mail occasionally? S/he would know for sure that your parents weren't going to be there.0 -
I'm afraid it sounds like you've left it too late to do anything, including 'compensation' for misuse of utilities. Your parents can't really have been that bothered otherwise they'd have done something about it in the months since they rented the flat.
Time to just move on and reclaim the deposit back.0
