Quote for electrical work, is it fair?

Need a new fuse box and had a quote today to do the following work:

1. To supply and install one new consumer unit in place of existing, complete with dual RCD.

2. To supply and install new 25mm tails to supply the new consumer unit.

3. To supply and install new 16mm earth cable.

4. To supply and install 10mm cables to the gas and water supplies.

5. To supply and install 6mm cable to a 45amp isolator switch adjacent to the cooker. To connect your electric hob to the isolator.

6. To separate as much as possible the cct's in the new consumer unit.

7. To test and certify the above work.

Was quoted £650. Is that reasonable for that amount of work?
