I have a stirling 10 alarm system. when I turn off mains power at meter board alarm will start to sound and I cannot get it to stop. the only way to stop alarm sounding is to turn on power again.

That's not correct.
When mains power is cut on the Stirling 10 system, the alarm itself shouldn't sound. What should happen is that the alarm will continue to operate from the back up battery and you get a fault tone from the control panel every 5 seconds until the power is restored.
To cancel this fault tone you have to press the "function" button on the panel.
If the alarm is sounding with the power cut than you have a faulty controller.0 -
More than likely the back-up battery needs changing. They are normally rechargeable but, as we know, they all have a life and if it hasn't been changed since new, this is the first place I would look.0

Definitely sounds like a battery fault.
If you search on Google, there are loads of websites about this system and how to change batteries.
