Making a Curtain Pelmet Board - how?

Hello,
We're currently decorating our lounge. Once it's all done i want to make the curtains and dress them with a pelmet.
Making the curtains I can do and dressing a pelmet I can find loads of info about. But, does anyone know how to make the pelmet board - all the instructions assume you've bought one.

Basically a pelmet board is like a narrow shelf over the window that you attach the pelmet to.0

Or a covered lathe.?
My brother makes them.
Usually 6" x1" (or 4", 3" or whatever) planed timber with a 60mm hardboard strip nailed the the 1" side of the timber , then covered in the fabric of your choice with lots of staples, fit track.
